On 6 March 2020, the US Trade Representative (USTR) announced the first batch of items to be excluded from the additional tariffs imposed on Mainland products under List 4A. The product exclusions will apply as of 1 September 2019 until 1 September 2020. The exclusions are available for any product that meets the description set out in the exclusion, regardless of whether the importer filed an exclusion request. Highlights are as follows:

1. 1. The products include 8 existing 10-digit HTSUS subheadings 3401.19.0000, 3926.90.9910, 4015.19.0510, 4015.19.0550, 4818.90.0000, 6210.10.5000, 6307.90.6090 and 6307.90.6800; and
   2. The products cover soap and organic surface-active products and preparations; laboratory ware; medical gloves, mittens and mitts of natural rubber and others; bed sheets and similar household, sanitary or hospital articles; nonwoven disposable apparel designed for use in hospitals and clinics; as well as surgical drapes etc.
