Signs MoU to Drive Innovation and Global Expansion
At the invitation of the Chongqing Municipal People’s Government, Anthony Lam, Chairman of Federation of Hong Kong Industries (FHKI), led a high-level delegation of over 30 members to Chongqing from 22 to 24 April. He was joined by two Honorary Heads of the Delegation: Dr Sunny Chai, Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Honorary President of FHKI, and Chairman of the Hong Kong Science and Technology Parks Corporation (HKSTP); and Prof Alexander Wai, Member of the CPPCC National Committee and President of Hong Kong Baptist University. Comprising leading figures from Hong Kong’s industry, academia, research, investment and professional services sectors, the delegation was received by senior Chongqing municipal leaders. During the visit, FHKI signed a Memorandum of Understanding (MoU) with the Chongqing General Chamber of Commerce, marking a new milestone in Hong Kong-Chongqing cooperation across advanced manufacturing, innovation and technology (I&T), and talent development.
Summarising the three-day visit, Chairman Lam described the outcomes as highly fruitful. “Chongqing has been vigorously developing high-tech industries and advanced manufacturing in recent years, and last year it entered the Top 100 Global Science and Technology Innovation Clusters for the first time,” he noted. “This visit has laid a solid foundation for industrial cooperation between our two cities, injecting new energy into I&T development. The composition of our delegation, spanning industry, academia, research, investment and professional services, reflects FHKI’s steadfast commitment to cross-sectoral and cross-regional collaboration. We look forward to accelerating the commercialisation of R&D outcomes and helping outstanding brands and products ‘go global’ to expand into international markets.”
The delegation subsequently attended a grand symposium, which brought together over 200 representatives from Government, business, academic, and technology sectors of both cities, including Shang Kui, Member of the Standing Committee of the Chongqing Municipal Committee and Director of the United Front Work Department of Chongqing Municipal People's Government; Huang Maojun, Vice Mayor of Chongqing Municipal People's Government; Su Qingdong, Chairman of HKCPPCC (Provincial) Members Association and Chairman of CICC Hong Kong Finance Limited; and Zhu Wen, Director-General, the Coordination Department of the LOCPG. At the event, Anthony Lam, Chairman of FHKI; and Zhang Xing-hai, Vice Chairman of the All-China Federation of Industry and Commerce, Chairman of Chongqing Federation of Industry and Commerce, and President of Chongqing General Chamber of Commerce, signed an MoU. Moving forward, the two parties will collaborate on talent, education, and technology initiatives. Through knowledge exchange, policy advocacy, and industry promotion, the partnership aims to accelerate the commercialisation of R&D outcomes and foster industry–academia integration, injecting fresh momentum into high-quality development.
Executive Deputy Chairman Mr Ricky Chan stated at the symposium: “As a key national hub for advanced manufacturing, Chongqing has established a strong manufacturing foundation and a well-developed ecosystem for technology application and commercialisation in the new energy vehicle sector. Hong Kong, meanwhile, offers distinct advantages in supply chain management, R&D design, and green finance services. We look forward to further deepening collaboration between enterprises in Chongqing and Hong Kong across critical segments such as batteries, electric motors, and electronic control.”
To gain first-hand insights into Chongqing’s latest developments during the three-day, two-night itinerary, the delegation visited the Chongqing Planning Exhibition Gallery and toured the Chongqing High-tech industrial Development Zone and Shapingba District, including Genertec Guoce Time Grating Technology Co Ltd, Peking University Chongqing Big Data Research Institute, Shanghai Jiao Tong University Chong Qing Institute of Artificial Intelligence, and Chongqing International Logistics Hub Park to understand the latest progress made by the Science City in cultivating innovative talent and facilitating technology transfer. Furthermore, the delegation attended networking banquets with local government and business leaders to exchange views on matching top-tier talent, commercialising research outcomes, and co-building a robust I&T ecosystem. The delegation was also invited to a dinner hosted by the Hong Kong and Macao Affairs Office of the Chongqing Municipal People’s Government, attended by Wang Wen, Director of the Hong Kong and Macao Affairs Office of the Chongqing Municipal People’s Government, and Ms Zhang Yaqian, Deputy Director of the Hong Kong and Macao Affairs Office of the Chongqing Municipal People's Government.
This visit marks FHKI’s second delegation to Chongqing, following a previous visit in August 2024. Organised by FHKI, the delegation featured participation from HKSTP, Hong Kong Applied Science and Technology Research Institute (ASTRI), and the Hong Kong Productivity Council (HKPC). In addition to the Head and two Honorary Heads of Delegation, members included FHKI Executive Deputy Chairmen Ricky Chan and Jude Chow; Hon Ray Wong, Legislative Council Member, Industrial (First); FHKI Deputy Chairmen Peter Shum, Jackie Ng, and Dr Alfred Ng; FHKI Director-General Bonnie Chan; and 22 representatives from organisations across the five major sectors of industry, academia, research, investment, and professional services.
