From 25 October 2023, the visa policies for nationals of Vietnam, Nepal and Laos was relaxed and they are eligible for the following entry arrangements:
For nationals of Vietnam:
- General Employment Policy (both employment as professionals and investment as entrepreneurs);
- Quality Migrant Admission Scheme;
- Technology Talent Admission Scheme;
- Admission Scheme for the Second Generation of Chinese Hong Kong Permanent Residents;
- Top Talent Pass Scheme; and
- Immigration Arrangements for Non-local Graduates (“IANG”) (extending to cover Greater Bay Area (“GBA”) campus graduates)
For nationals of Laos and Nepal:
- Same as (I) to (V) listed above for nationals of Vietnam;
- Training;
- Study in full-time locally-accredited local programmes at undergraduate or above level offered by the University Grants Committee-funded institutions, excluding: (i) self-financing programmes offered by the relevant institutions; (ii) programmes offered by the continuing and professional education arms of the relevant institutions; and (iii) exchange programmes or short-term studies offered by the relevant institutions; and
- IANG (covering both graduates from study programmes specified at (c) above and GBA campus graduates Note).

Note Persons who have obtained an undergraduate or higher qualification in a full-time programme offered by a higher education institution in the Mainland cities of the Guangdong-Hong Kong-Macao Greater Bay Area jointly established by universities of the Mainland and Hong Kong in accordance with the Regulations of the People’s Republic of China on Chinese-Foreign Cooperation in Running Schools
